anchors guide

Print the Anchors guides for AI agents.

With no arguments, prints the operating playbook: the development flow
(plan → specify → map → implement → test → confront), the commands,
and what to report to the user. The AI runs this first and operates Anchors as a tool.
Subcommands print the guides for the specific rulers:

anchors guide plan how to structure a plan (the origin of the movement)
anchors guide product the product doctrine (the rule that cuts across targets)
anchors guide flag the feature flag (the scenarios a flag's value opens)

The feature flag guide is the ruler for the condition under which a rule
holds: it lives in flags/, and the specs point at it with `@gated-by`.
