anchors work
Emit the work prompt of a stage (spec|code|feature|test|review) for a target.
Composes the WORK PROMPT of a stage over a concrete target — what anagent (or subagent) needs to execute that piece without reinventing the script.

The `review` is the last stage of the cycle, and the different one: it produces no artifact —it CONFRONTS what was delivered. It exists because the gate verifies what is DECLARABLE,and what is left over only shows up to whoever attacks from the outside (mutating therule, running with edge input).Run it after `anchors deliver`, which is what gives it scope.
Difference from `anchors guide`: the guide teaches the DOCTRINE (permanent, without a target);work delivers the TASK (what to read now, which layer this target is in, where thepieces are born, what is not your scope, how to verify).
